Fundamentals of Services: ANSI Seeks Comments on a Proposed New ISO Technical Committee

As the U.S. member body to the International Organization for Standardization (ISO), the American National Standards Institute (ANSI) seeks comments by September 4, 2025, on a proposal for a new ISO Technical Committee (TC) on fundamentals of services.

In January 2025, an initial review period was conducted to collect consolidated input from the ANSI ISO Council (AIC) on a previous draft proposal from BIS (the ISO member for India).

BIS has submitted a new proposal to ISO with the following scope:

Standardization of generic and fundamental aspects of services including, but not limited to, terminology, classification, human skills, planning, contracts, agreement, delivery modes, performance, measurements, monitoring, analytics, security, customer expectation, and other related aspects of services.

Excluded from the scope:

Standardization in the field of excellence in service covered by ISO TC 312, Excellence in Service.

Standardization of specific aspects covered by sectorial services standards within the scope of other committees, including:

  • TC 68, Financial services
  • TC 159, Ergonomics
  • TC 176/SC 3, Supporting technologies
  • TC 225, Market, opinion, and social research
  • TC 228, Tourism and related services
  • TC 232, Education and learning services
  • TC 304, Healthcare organization management
  • TC 314, Ageing societies
  • TC 315, Cold chain logistics
  • TC 321, Transaction assurance in E-commerce
  • TC 342, Management consultancy
  • TC 344, Innovative logistics
  • JTC 1/SC 40, IT service management and IT governance

According to the proposal, standardizing service fundamentals is crucial for assuring consistent delivery of service quality and bridging the gap between service delivery and customer expectations. Without universally accepted service standards, providers and consumers could face inconsistent quality, uncertainty, and confusion/misinterpretations over service terms, creating a clear need for common standards that support consistency and quality across all service delivery.

Technical activity on service fundamentals can help create common global understanding, which would increase trade in services and improve competitive positions for organizations and nations, especially developing countries, the proposal asserts.

Read the proposal and submit comments to Sara Desautels, ANSI senior director of international policy, [email protected], by close of business on Thursday, September 4, 2025. Based on input received from U.S. stakeholders, a recommended ANSI position and any comments will be developed and presented to the AIC for approval before ISO’s voting deadline of October 3, 2025.
