Movers and Shakers highlights the career advancements and accomplishments of trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

The National Institute of Standards and Technology (NIST) announced that S. Shyam Sunder has been selected as its new associate director for laboratory programs (ADLP).

Previously, Sunder served as director of NIST’s Special Programs Office and acting director of the Standards Coordination Office. He led NIST’s efforts to establish a Standardization Center of Excellence to accelerate U.S. engagement in international standardization for critical and emerging technologies through a cooperative agreement with the private sector-led U.S. standards system. He also established and managed the NIST Safety Commission, which issued a comprehensive set of findings and recommendations to improve NIST’s safety culture and the effectiveness of its safety protocols. In response to the CHIPS for America Act, Sunder led NIST’s cross-laboratory team, engaging more than 800 stakeholders to assess and publish seven “grand challenges” to advance the U.S. semiconductor industry.

“Shyam’s expertise and practical background, as well as his more than 30 years in leadership roles at NIST, make him an invaluable asset as we continue to push boundaries in critical and emerging technologies,” said Deputy Under Secretary of Commerce for Standards and Technology and Acting NIST Director Craig Burkhardt. “Shyam will play a crucial role in helping NIST accelerate advances at the forefront of measurement science, which is the foundation for unleashing technological innovation and U.S. economic competitiveness.”

NSF has named Heather Wilberger its vice president and chief information and digital officer. In this role, Wilberger will lead the execution of NSF's technology roadmap, supporting the digitization of core processes, optimizing the organization’s IT application footprint and infrastructure, and leveraging AI and data analytics to deliver innovative solutions to clients and team members worldwide.

Wilberger has more than two decades of executive leadership in technology, business transformation, and innovation within diverse organizations. Prior to joining NSF, she served as chief transformation and information officer at Vince. She previously managed IT teams at Detroit-based real estate companies Bedrock and Rocket Mortgage.

“Heather's proven track record of upgrading enterprise-wide technology stacks and leveraging data to drive performance makes her a strong fit for NSF,” said Pedro Sancha, president and CEO of NSF. “Her people and business-oriented leadership experience will help us accelerate NSF’s growth and scale our global impact through connected, cutting-edge technology, furthering our mission to improve human and planet health.”
