Your Input Sought: Systematic Review of ISO/IEC Guide on Recommended Practices for Standardization by National Bodies

As the U.S. member body to the International Organization for Standardization (ISO) and, via the U.S. National Committee, the International Electrotechnical Commission (IEC), the American National Standards Institute (ANSI) is seeking comments on the systematic review of ISO/IEC Guide 58-2019, ISO/IEC recommended practices for standardization by national bodies. Input is requested by October 18, 2024.

ISO initiated the systematic review of ISO/IEC Guide 59-2019 to develop the second edition; this replaces the first edition (ISO/IEC Guide 59:1994), which has been technically revised. ISO/IEC Guide 59-2019 has the following scope statement:

  • This document provides recommended standardization practices that are intended to support the application of the following:
    • the WTO TBT Committee decision on principles for the development of international standards, guides and recommendations (G/TBT/9, 13 November 2000), and
    • the WTO TBT Agreement’s Code of Good Practice for the Preparation, Adoption and Application of Standards (Annex 3 of the 1995 WTO TBT Agreement).
  • This document is intended to be used by the national members of ISO and IEC.

 

The main changes compared to the previous edition are as follows:

  • The structure, content, and language used have been updated to allow easier application.
  • A scope has been added to define the subject of the document and the aspects covered, thereby indicating the limits of applicability of the document.
  • Clauses 4 and 5 have been added to support the implementation of the WTO Technical Barriers to Trade (TBT) agreement.

 

Review the document and submit comments to Steven Cornish, ANSI senior director of international policy and strategy ([email protected]), by close of business on October 18. Based on the input received from U.S. stakeholders, a recommended ANSI position and any comments will be developed and presented to the ANSI ISO Council (AIC) for approval before the ISO voting deadline of December 2.
