Movers and Shakers highlights the career advancements and accomplishments of high-level trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

The International Code Council (ICC) has appointed John Belcik, ICC chief operating officer (COO) and chief financial officer (CFO), as its next chief executive officer, effective January 1, 2025. He will succeed Dominic Sims, CBO, who has served as the Code Council’s CEO since 2012.

As CEO, Belcik will oversee ICC, which has more than 700 staff and eight subsidiaries active in more than 100 countries.

Belcik has served as the company’s CFO and COO since 2009. He has extensive experience in strategic planning, operations, and financial management.

Prior to ICC, Belcik was the CFO for the Chicago Metropolitan Pier and Exposition Authority. Previously, he was a member of the management team at Wilson Sporting Goods for 20 years, serving in various roles of increasing responsibility, culminating in his position as vice president of finance.

Tom, CBO, president of the Code Council board of directors. “The search committee reviewed applications from more than 100 candidates and spent a considerable amount of time making this very important decision. I want to thank all the members of the committee for their time and effort as well as the full board of directors for selecting our next chief executive officer. Additionally, I thank Dominic for his help and support throughout the search process.”

UL Standards & Engagement (ULSE) has announced the appointment of Dr. George Borlase as its interim executive director.

In addition to this role, Borlase will continue to serve as ULSE’s vice president of standards development.

An experienced public safety leader, Borlase previously served as ULSE’s director of standards programs, helping to assure that standards development activities actively included other stakeholders, and leading the drive to initiate, develop, and publish new and updated safety standards.

Prior to ULSE, he worked at the Science and Technology Policy Institute to support a wide array of White House initiatives. Borlase has also led multi-disciplinary technical teams at the Consumer Product Safety Commission.

He has also held positions at the National Oceanic and Atmospheric Administration, the White House Office of Science and Technology Policy, and the Johns Hopkins University Applied Physics Lab, and served 10 years on active duty as an officer in the U.S. Coast Guard.
