ANSI Submits Coordinated Response to NIST on Draft Implementation Roadmap for USG NSSCET

The American National Standards Institute (ANSI) has submitted a coordinated response to the National Institute of Standards and Technology (NIST)’s draft implementation roadmap for the U.S. Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET). ANSI’s response was developed with consideration of input received from its constituency and is submitted on behalf of the private-sector standardization community in response to NIST’s request for input.

Released in May 2023, the USG NSSCET outlines U.S. government goals to advance U.S. competitiveness, protect the integrity of standards-developing ecosystems, and assure the long-term success of the U.S. innovation ecosystem, with a focus on critical and emerging technology (CET).

ANSI’s coordinated response identifies several priorities to be considered for the implementation roadmap:

  • The roadmap and related USG communications should reinforce the USG’s commitment to working as a stakeholder in the private sector-led U.S. standards system.
  • The roadmap and related communications should include a strong statement and recognition that the USG fully supports the multiple path approach to international standards.
  • Advance coordination with the private sector should be a hallmark in areas where the USG intends to deepen standards cooperation with allies and partners to support a robust standards governance process and to influence CET standards development.
  • The final roadmap should include the “disclaimer” that is already included in the body of the Roadmap prior to the Executive Summary. The disclaimer notes that the roadmap outlines “USG actions to reinforce its support for the private sec­tor-led system and work in partnership with private sector stakeholders” and that “it does not intentionally recommend actions for non-USG organizations or stakeholders but does seek to align efforts of the USG with private sector activities.”

ANSI acknowledged the substantial level of effort reflected in the draft, reflecting NIST’s extended efforts to consolidate and analyze the Request for Information (RFI) responses and input from many listening sessions, as well as input from the NIST Visiting Committee on Advanced Technology and other federal advisory committees.

Additional Background

The draft Implementation Roadmap was developed by NIST following an RFI and stakeholder engagements, including input gathered at a November session co-hosted by ANSI and NIST. ANSI submitted a response to the RFI on behalf of the private-sector standardization community in December.
